The G7 summit in Évian opened Monday with a working session on protecting democratic systems from foreign interference and strengthening European technological sovereignty. To discuss how Europe might reduce its dependence on foreign technology, the session invited the chief executives of the largest American technology companies. The host had framed the summit around digital independence, cybersecurity, and the resilience of European institutions against outside influence, and then asked the outside influence what it recommended.

Here one is tempted to pause and point out the contradiction. But let us return to the matter at hand.

The discussion took place one day after the United States ordered a leading AI company to cut off access to its most advanced models on national security grounds, rendering the same technology too dangerous to be used by a foreign national on Friday and qualified to advise the world's democracies on safety by Monday. Leaders agreed that artificial intelligence posed serious risks, and that the firms producing it were well placed to manage them. A summary of the agreed safeguards was expected to follow, once the relevant executives had reviewed which safeguards they were comfortable agreeing to.
